Основные этапы проведения оценки воздействия на окружающую среду включают:

1. Уведомление общественности о возведении объекта и его отношении к конкретной сфере деятельности. Это исходный пункт в общем перечне мероприятий, в рамках которого составляется сообщение о намерениях.

2. Разработка проекта заявления о влиянии на окружающую природу (ПЗВОС). Определяются все потенциальные отрицательные воздействия со стороны разрабатываемого объекта. Также анализируется совокупность экологических факторов и условий на текущий момент, с учетом недавних расчетов и исследований, а также интенсивности и характера возможного влияния.

3. Проведение общественных слушаний и оформление их результатов в виде протокола. Указанный документ позволяет откорректировать окончательные решения, уточнить содержание и обозначить направления будущей исследовательской деятельности.

4. В дальнейшем в проект вносятся необходимые изменения, в соответствии с протоколом публичных слушаний. Кроме того, на этом шаге производится разработка мер, направленных на предупреждение нежелательных последствий.

5. Составление ЗЭП. Подготовка документа об экологических последствиях является гарантией того, что возводимое предприятие не нанесет вреда жизни и здоровью человека и не окажет негативного влияния на окружающую природную среду.

O‘zbekiston qonunchiligiga ko‘ra, har bir tadbirkorlik sub’ekti uchun atrof-muhitga ta’sirni baholash majburiy shart hisoblanadi. 2. Atrof-muhitga ta’sir qilish to‘g‘risidagi bayonot loyihasini ishlab chiqish. Ishlab chiqilayotgan ob’ekt tomonidan barcha ehtimoliy salbiy ta’sirlar aniqlanadi. Shuningdek, yaqin orada o‘tkazilgan hisob-kitoblar va tadqiqotlarni, ehtimoliy ta’sirning intensivligi va xarakterini hisobga olgan holda joriy paytlagi ekologik omillari va sharoitlar majmuasi tahlil qilinadi.

3. Jamoatchilik muhokamalarini o‘tkazish va ularning natijalarini bayonnoma shaklida rasmiylashtirish. Ushbu hujjat yakuniy qarorlarni to‘g‘rilash, mazmunini aniqlashtirish va kelajakdagi tadqiqot faoliyati uchun yo‘nalishlarni aniqlash imkonini beradi.

4. Kelgusida loyihaga, jamoatchilik muhokamasi bayonnomasiga muvofiq zarur o‘zgartirishlar kiritiladi. Bundan tashqari, ushbu bosqichda noxush oqibatlarning oldini olishga qaratilgan chora-tadbirlar ishlab chiqiladi.

5. Ekologik oqibatlar to‘g‘risidagi bayonotni tuzish. Ekologik oqibatlar to‘g‘risidagi hujjatni tayyorlash - qurilayotgan ob’ektning inson hayoti va sog‘lig‘iga zarar yetkazmasligi, atrof-muhitga salbiy ta’sir ko‘rsatmasligi kafolatidir.
